Dr. Michael Burgess, R-Flower Mound, facilitator of the summit, in an interview Thursday. “Design-Build” is a term to describe a “project delivery method” that combines the design and construction of a road project into one contract rather than the traditional “Design-Bid-Build” method of requiring individual contracts for separate phases.“Design-Build” is intended to give additional flexibility to design and build roads concurrently, not first-come-first-serve.On the bright side, Burgess said, some projects that were 40 years away are now 10 years away, according to updates from Texas Transportation Commissioner Ric Williamson.“That’s not to say that I-35 will be three lanes to Oklahoma in 10 years, but the time has been reduced significantly,” he said.Toll creditsIn March, Burgess offered an amendment that would allow states to receive transportation development credits, better known as “toll credits.”.Now, states will receive transportation development credits in a timely manner. Under the new transportation bill, Burgess said, the law allows for a gradual increase in the national rate of return from 90.5 percent in 2005 to 92 percent in 2009.Burgess said the ideas put forth in the transportation bill are the result of ideas brought forth by local and state officials to the federal level.“These bills are built from the ground up, and not just handed down from Washington,” he said, adding the importance of transportation summits such as Wednesday’s.The ideas, he said, are not set in stone, as the ways roads are financed and built is a constantly evolving process.“If the tools are not facilitating the way they were intended, then I’m prepared to fine-tune them,” he said.He noted transportation bills have to be reauthorized every six years.

Note that the fast pace laps averaged around 1:35.TIME: 29 - DIST: 4 miles - EST PACE: 7:15Saturday, 12/3I needed to get this long run in on Saturday as we had plans all day on Sunday. TIME: 1:17:13 — DIST: 10.0 miles — EST PACE: 7:45Sunday, 12/4No running today, but it is worth noting that after a trek to NYC, and doing some major beer drinking in the bars - I was still able to muster a strong 4-goal performance in our 7-1 hockey game victory.

Going there, I was expecting to have Quebec folk-tales told me, some of which I know well but only because I’ve read them, my French-Canadian side not being peppered with story-telling uncles, though my mon’onque Jean-Guy could liven up family reunions with his accordion. I never learned English and if I would have learnt it, I wouldn’t have so many troubles as I do today.”By this time we had reached my place but my cab driver, who’s mother, surely wanting to make a polite man of her son without any suspicions of his later trade, always told him not to leave a girl standing on the corner, found that we got there too quickly. He told me that if he knew English, he wouldn’t be stuck driving a cab to pay off his 35 000$ student loan. And then he said, “Quand tu te respecte et que tu trouve quelqu’un qui te respecte, là, tu deviens poète;” “When you respect yourself and when you find someone who respects you, then, you become a poet.” Of course I prefer hushing that voice in my head that might hear more in his comments of his respect for me than what honest propriety calls for, and prefer attributing these last wise words from a Montreal cab driver to Ben.

-ne In his first season as the full time back-up for the Toronto Maple Leafs Tellqvist has looked very sharp, and last night he looked like the future. Tucker scored twice for Toronto, while Steen and Ponikarovsky also scored for Toronto. Sturm scored a goal and an assist, and Hannu Toivonen stopped all 26 shots he faced as Boston beat the Ottawa Senators 3-0. Brad Stuart had one assist in his Boston debut.Kondratiev scored his first NHL goal, and Marek Malik scored his first goal of the season as the Rangers beat the Penguins 2-1. Ryan Whitney scored Pittsburgh’s only goal, while Henrik Lundqvist, another rookie goalie, was sharp stopping 35 of 36 shots. Stoll score twice for Edmonton, while Ohlund assisted on all three Vancouver goals.
